Praemunire
With regard to Section 11 "fure gentium" would appear to be an offence triable anywhere and would seem to be sufficiently provided for by Section 19.
This section, however, as the Bill stands, I think is open to objection on the ground of its being capable of being used vindictively for offences such as non-conformity to Police regulations, but if my suggestion on Section 3 is approved, viz: - that the warrant should be countersigned by competent Authority in the Country from which it issues, I should see no objection to the section remaining as framed.
In that event also Section 12 would, I think, become unnecessary. Part II, I think, ought not to apply to this Colony. The nearest Colony to us is the Straits Settlements, and although it is true that we have much greater communication with that Colony than many Colonies nearer together in point of space have with one another, yet we are, I think, far separated in point of distance and in other respects.
